Ellen Beswick, Publisher & Founder
Intelligence Press, Inc.

Ellen Beswick started the publishing company Intelligence Press, Inc., in 1981 with the first issue for the weekly Natural Gas Intelligence (NGI) to provide market information for the newly deregulated natural gas market. She and her staff have directed NGI’s expansion to include the Weekly Gas Price Index (1983), the Daily Gas Price Index (1988) and NGI's Power Market Today (2001).

The company also has hosted the annual GasMart conference and trade show since 1987.

Before starting Intelligence press, Ms. Beswick served as associate editor of London Oil Reports. Previously, she had been a general and political/ business reporter for United Press International, the Boston Herald daily newspaper, and the daily and weekly American Metal Markets.

Ms. Beswick has a Bachelor's degree in English from Wilson College in Chambersburg, Pennsylvania.

William W. Hussey, Senior Vice President, Origination
ConocoPhillips Gas & Power

William Hussey is Senior Vice President, Origination for ConocoPhillips Gas & Power, working out of the company's world headquarters in Houston. His organization is charged with continuing to expand the company's gas and power marketing business by developing a base of long-term contracts and customer relationships.

Formerly president of Phillips Gas Marketing Company and manager of North America Natural Gas Marketing, Mr. Hussey has a broad base of experience. During his 30 years with ConocoPhillips, he has had management positions in areas ranging from accounting and computing to planning and development and marketing. He has been in his current position for the last five years.

Mr. Hussey is a graduate of Oklahoma State University with a bachelor's degree in Accounting. He is also a Certified Public Accountant.

David Slater, Managing Director, Eastern Market
Nexen Marketing

David J. Slater is the Managing Director, Eastern Marketing with Nexen Marketing USA.  He leads the team responsible for Nexen's marketing and structured product activities in the US Midwest, Eastern Canada and US Northeast markets.  This team also markets Nexen's Canadian and Gulf Coast equity production.

Prior to joining Nexen, Mr. Slater managed the Midwest region for Engage Energy and its successor companies.  He started in the industry working for Union Gas Limited, holding various positions of increasing responsibility in the Regulatory, Gas Supply and Storage & Transmission departments.

Mr. Slater holds a Masters degree in Business Administration and an Honours degree in Business Commerce from the University of Windsor. 

Guy Braden, Senior Vice President, Commercial Operations
GDF-Suez Gas North America (GSGNA)

Guy Braden is a founding member of the management team, which established GDF-Suez North America's Commercial and Industrial power sales division in 2002.

GSGNA is a wholly owned subsidiary of the Paris-based GDF-Suez and a leading importer of liquefied natural gas into the U.S. through its Everett (MA) Marine Terminal and Neptune Deepwater Port offshore Gloucester, MA. At over 650 BCf/yr, GDF-Suez is one of the largest LNG importers in the world.

Mr. Braden was responsible for both Supply and Operations in the start-up of GSGNA, which is now one of the three largest C&I power suppliers in the US.

Mr. Braden joined GDF-Suez from Dynegy where he held various positions within the Energy Services and Marketing and Trading divisions. Before joining Dynegy in 1998, Mr. Braden worked for internal audit and manufacturing units of Exxon Chemical Americas. Mr. Braden began his career as a nuclear submarine officer stationed in Norfolk, Va.

Mr. Braden holds an MBA from the University of Texas at Austin and a BS in Physics from the United States Naval Academy.

Dick Snyder, Vice President of Business Development

Richard J. “Dick” Snyder is Vice President of Business Development. Dick is responsible for fundamental analysis, financial trading, economic analysis and facilities planning at CenterPoint Energy Services. He also oversees all activities associated with CEIP, Inc., which includes the company’s intrastate pipelines and storage assets. 

Dick Snyder began his career with Tenneco where he was in charge of strategic planning, domestic and international business development, and the start-up of various functions and businesses for the natural gas pipeline division.  Following his stint with Tenneco, Dick was a principal with an energy consulting firm, Pendulum Energy and later held the position of VP Business Development for TransCanada International Latin America.  

As President of CenterPoint Energy Power Systems, Dick led CenterPoint's fuel cell development efforts.  Immediately before coming to CES he served as Director Business Development for CenterPoint Energy Gas Transmission.

Dick has served as chair and participant in numerous natural gas industry committees, associations, and task forces from AGA, to INGAA to the board of directors for The Potential Gas Committee, etc.

Mr. Snyder is a native of Houston, Texas and attended the University of Houston for undergraduate studies and Sam Houston State University for an MBA. He served in the U.S. Army Reserve Corps of Engineers for 6 years.

Paul Corby, Senior Vice President
Planalytics, Inc.

Paul Corby manages the company's Energy Risk Management Division, which provides risk management, decision support and forecasting tools along with consulting services to companies that consume produce or distribute natural gas, power and other energy commodities.

In this role, Mr. Corby has overall responsibilities for product development, client services, sales and marketing. He was the chief architect of Planalytics’ energy-related tools – GasBuyer, EnergyBuyer and ImpactPower – and is currently working on the development of additional solutions for commodity and equity markets.

Mr. Corby holds two hedging/trading-related patents, one being for the GasBuyer product and the other on an options program for trading weather derivatives. Others are pending.

Mr. Corby is regularly invited to speak at Public Utility Commissions all across the country as well as at the meetings of the National Association of Regulatory Utility Commissioners. He can often be seen as a guest speaker on energy commodity pricing matters on CNBC, Fox Business News and Bloomberg TV.

Prior to joining Planalytics, Mr. Corby spent twenty years trading and brokering in the international financial derivatives markets.

Brian Vatthauer, Director, Financial Products

Brian Vatthauer, Director Financial Product Origination is based in Chicago, Illinois. Brian joined BP in August 2008, to work with BP's Midwest natural gas customers to provide risk management product offerings.

Mr. Vatthauer has over 15 years of experience in operations, commodity trading and risk management in the energy industry.

He has a B.S. in Mechanical Engineering from Purdue University and a MBA from the University of Notre Dame.

Andrew Hess, Director, Gas Supply
Integrys Energy Services

Mr. Hess is the leader of the Gas Supply group at Integrys Energy Services, and actively trades the Midwest natural gas markets. Mr. Hess and his team of regional traders are responsible for all aspects of supplying over 100 Bcf of natural gas annually to the retail customers of Integrys in over 10 states. These customers vary in size and include over 90,000 “choice” customers up to large industrial and power plant facilities with a myriad of medium to large commercial, institutional, and industrial facilities in between.

Mr. Hess has worked in the energy industry since 1987. After spending the first eight years of his career with Wisconsin Public Service Corp. in various engineering positions he moved to the predecessor of Integrys Energy Services in 1995. Since that time Mr. Hess has been involved in all aspects of the natural gas business, including the development and implementation of strategies for natural gas supplies, pipeline transportation, storage services, and utility services in the U.S. and Canada.

Mr. Hess has executed both physical and financial transactions for natural gas, currency hedging between U.S. and Canadian dollars, negotiated many transportation and storage services, scheduled natural gas on various pipelines, and managed local distribution company pools. Mr. Hess has provided testimony in several utility rate cases at a state level and he has participated in FERC proceedings regarding natural gas pipeline issues.

Mr. Hess graduated summa cum laude with a B.S. degree in electrical engineering from the University of Wisconsin at Platteville and a Master of Science degree in Engineering Management from the Milwaukee School of Engineering. He also maintains his certification as a Professional Engineer (PE) in Wisconsin.

Robert B. McKinstry, Jr., Partner
Ballard Spahr LLP, Philadelphia

Robert McKinstry is partner-in-charge of the Climate Change and Sustainability Initiative at Ballard Spahr, and is also a partner in the firm's Environmental Group and Energy and Project Finance Group.

He rejoined the firm in 2007 after a six-year term as the Maurice K. Goddard Chair in Forestry and Environmental Resources Conservation in the Pennsylvania State University School of Forest Resources. He co-founded Ballard Spahr's Environmental Group and, before his appointment to the Goddard Chair, co-chaired that group. He has also taught climate change and other environmental law topics at Penn State as an adjunct professor of law.

As the Goddard Professor, Mr. McKinstry focused on the roles of state and local governments and private organizations in addressing global environmental issues, including climate change, biodiversity conservation, and sustainable development. He has also focused on enterprising or market-based approaches to environmental regulation. His practice spans the full range of environmental areas.

Mr. McKinstry was counsel of record representing (with several co-counsel) a group of 18 of the leading climate-change scientists who submitted amicus briefs to the U.S. Supreme Court supporting petitioners in Massachusetts v. EPA, where the court reversed the EPA's refusal to regulate greenhouse gas emissions under the Clean Air Act.

He is the editor and co-author of the Biodiversity Conservation Handbook: State, Local, and Private Protection of Biological Diversity (ELI 2006). He earned a B.A. degree at Swarthmore College and his J.D. at Yale Law School.

Kevin Petak, Vice President of Gas Modeling
ICF International

Kevin Petak, Vice President of Gas Market Modeling at ICF International has over 25 years of experience in the energy industry. He has directed numerous energy market analyses to support strategic planning needs at energy companies.

The analyses have investigated the impact of gas production, gas storage, LNG imports, and pipeline expansions on gas prices, the effect of weather and oil prices on gas markets, and the impact of carbon control strategies on gas markets. These analyses have been widely used to support facilities/fuels/contracts management and planning, mergers and acquisitions, investment decisions, risk management, and hedge strategies.

Mr. Petak has recently directed numerous analyses related to the study of natural gas use in the power sector. He has directed gas market modeling work for the National Petroleum Council, the American Gas Foundation, and the Interstate Natural Gas Association of America.

Much of Mr. Petak's work focuses on projecting market growth and prices for the North American natural gas market by using ICF’s Gas Market Model, a comprehensive gas modeling system that he developed. The ICF model is also the primary tool used for ICF's energy subscription services, which Mr. Petak manages.

In the past few years, Mr. Petak has completed a number of studies that have investigated the impacts of different GHG emissions regulations on natural gas use and prices. Mr. Petak has a M.S. in Business from the University of Texas at Dallas and a B.S. in Petroleum and Natural Gas Engineering from the Pennsylvania State University.

Berne Mosley, Deputy Director, Office of Energy Projects
FERC

Mr. Mosley is the Deputy Director of FERC's Office of Energy Projects. This Office is responsible for processing applications for the construction and operation of natural gas pipeline and storage facilities for interstate and foreign commerce, including liquefied natural gas (LNG), and licenses for non-federal hydroelectric projects, as well as managing the license compliance and dam safety programs. In addition, this Office administers the supplemental siting authority for interstate electric transmission facilities granted by the Energy Policy Act of 2005.

Previously, Mr. Mosley was the Director of the Division of Pipeline Certificates. This division has the responsibility for managing applications for major infrastructure construction projects involving the transportation and storage of natural gas, along with the siting and authorization of import and export facilities, and for advising the Commission on engineering issues relating to:

Bill Bathe, CEO

Bill Bathe is a co-founder of U.S. Energy Services and its sister company, U.S. Energy Engineering. Mr. Bathe is Chairman of the Board and is the driving force behind the company's strategic planning and growth. U.S. Energy acts as agent managing natural gas and electric procurement, logistics, price risk, and related services for more than 2,200 industrial, large commercial, and gas utility sites across the US.

Prior to founding U.S. Energy in 1993, Mr. Bathe gained extensive knowledge and expertise in the energy industry serving as vice president for both U.S. Gas Marketing and Northern Natural Gas Co. His career in energy has included management, marketing, pipeline engineering and construction.

He received a Masters of Business Administration from Creighton University and a Bachelor of Arts degree in Civil Engineering from Iowa State University. In addition, he has completed the Executive Development Program at the University of Chicago and is a registered professional engineer.

Herb Vogel, President
BP Energy Company, North America Gas & Power

Herb Vogel is President of BP's North America Gas and Power (NAGP) business based in Houston, Texas, and is responsible for BP's Gas and Power trading, marketing and supply activities in North America. He is also a Director and Vice President of BP America Inc.

Mr. Vogel has over 25 years of experience in the oil and gas industry. From 2005 through 2008 he was BP's Managing Director for Gas Europe and Africa, based in London. From 2002 through 2005, he was BP's Vice President for Asian LNG Marketing.

From 1996 through 2001, Mr. Vogel served in several leadership roles, including Deputy Business Unit Leader for BP Indonesia Exploration and Production based in Jakarta, Indonesia, and Vice President of the Tangguh LNG Project.

Mr. Vogel began his career with assignments in Anchorage, Alaska and Midland, Texas. He holds B.S and M.S. degrees from the University of Colorado, Boulder and the University of Texas at Austin, respectively.

He was recently appointed to the Board of the Greater Houston Partnership and serves on the Advisory Board of the Asia Society Texas Center.

Brad E. Boister, Vice President, Gas Marketing
Anadarko Energy

Brad Boister is Vice President with Anadarko Energy Services Company responsible for managing the marketing of Anadarko’s domestic gas production east of the Rockies.

He joined the company in 2001 as the Manager for Performance Reporting & Regulatory Affairs. Starting in 2003, Mr. Boister managed the domestic crude oil and NGL marketing function until moving into his current position in January 2009.

Prior to joining Anadarko, Mr. Boister has worked for Amoco, BP and Vastar in various roles including liquids pipeline operations and engineering, business development and crude oil marketing and trading.

He has Bachelors Degrees in Mechanical and Electrical Engineering from Kansas State University.

David F. Ciarlone, Manager, Global Energy Services
Alcoa Inc.

David Ciarlone is directly responsible for managing Alcoa's natural gas and non-smelting electricity in North America. He also consults with his colleagues who manage the balance of Alcoa's $3 billion global energy spend.

Mr. Ciarlone has nearly 30 years of experience generating, selling, buying and managing energy. Through the course of his career he has worked for an electric utility, an energy marketer, an energy management consulting firm and an industrial end-user. He has accumulated experience on energy regulatory dockets and legislative initiatives at the federal level and in several states.

In 2008, Mr. Ciarlone was involved in developing and passing the new law regulating electricity in Ohio (SB-221). More recently his work has included efforts to reform Section 5 of the federal Natural Gas Act; implementing SB-221 in Ohio; and testimony before the Pennsylvania Public Utility Commission and the Pennsylvania General Assembly highlighting the risks industrial end-users face with the impending expiration of electric rate caps in that state.

Mr. Ciarlone graduated the University of Notre Dame with a B.S. in Mechanical Engineering, Energy Option and a M.S. in Nuclear Engineering, D.O.E. Radioactive Waste Management Fellowship from the Pennsylvania State University.

Richard Kolodziej, President
Natural Gas Vehicles for America

Mr. Kolodziej leads NGVAmerica (formerly the Natural Gas Vehicle Coalition) -- a national organization dedicated to the development of a growing, sustainable and profitable market for vehicles powered by natural gas and biomethane. NGVAmerica represents more than 100 engine, vehicle and equipment manufacturers; fleet operators and service providers, natural gas companies, and environmental groups and government organizations interested in the promotion and use of natural gas and biomethane as transportation fuels.

Prior to joining the NGVAmerica in 1996, Mr. Kolodziej was group vice president of the American Gas Association where he held a number of senior positions including vice president of planning, vice president of communications, and senior vice president of marketing and communications.

Mr. Kolodziej serves on committees of a number of energy and alternative fuel vehicle organizations. He is the President of the International Association of Natural Gas Vehicles, president of the American Biogas Alliance and a member of the Alternative Fuels Committee of the Transportation Research Board. He also serves on the Board of Governors of the National Energy Foundation, and is Vice-chair of the National Center for Missing and Exploited Children.

Kolodziej holds a bachelor's degree in economics from Rutgers University and a master's degree in urban and regional planning from the University of California at Los Angeles.

James Duncan, Director, Gas Marketing

As director of market analysis, Dr. Duncan is responsible for developing customized financial market strategies for both ConocoPhillips and its customers. Using mathematical modeling to simulate financial markets as well as extensive market research and analysis, his team continually evaluates all facets of the market to optimize asset values.

In addition to his financial acumen in reading and predicting shifts in the market, Dr. Duncan, a Marine, has a broad background in science and the arts. He spent three years as an Assistant Professor of Chemistry at the university level. Dr. Duncan was also a manager in the petrochemical and additives industries where he had leadership positions in R&D, marketing, and business development.

A popular speaker within the natural gas industry, Dr. Duncan has spoken to both producers and end-users on topics such as “Strategies of Success for Price Risk”, “Crisis Price Management”, and “Price Outlook and Natural Gas Fundamentals”. Joe Raia, Managing Director, Head of Energy and Metals

Joe Raia has over 27 years of professional experience in the Energy, Financial Services and Transportation Sectors. A 1979 Graduate of the New York Maritime Academy, Joe sailed in the U.S. Merchant Marines, and worked in various positions in the Oil Transportation and Trading sectors until June of 2000.

From that point Joe was employed in the Financial Services Sector as Senior Vice President of Business Development and Senior On Air Energy Analyst/Anchor for JAGfn, a live Financial News Show.

Since 2001 Joe has been employed as a Marketing Director and prior to the merger with the CME Group, as Senior Vice President and Head of Global Marketing at the New York Mercantile Exchange, using his extensive background and experience in the energy and trading sectors to develop and head up the launch of the Exchanges' ClearPort program.

Since the CME merger in late 2008 Joe has been appointed Managing Director, Head of Energy and Metals for the CME Group continuing the growth of the Exchange’s product portfolio worldwide.

Aaron Trent, Manager, Financial Analysis
Edison Electric Institute

Aaron Trent is Manager, Financial Analysis, for the Edison Electric Institute (EEI). In this capacity, he develops EEI's technical knowledge and negotiates consensus positions on corporate finance and wholesale energy markets issues.

Mr. Trent advises EEI members on issues including company and power industry financial performance, financing strategies, commodity risk management, and climate risk disclosure. He advocates positions before Congress and the Commodity Futures Trading Commission (CFTC), Federal Energy Regulatory Commission (FERC) and Securities and Exchange Commission (SEC).

Mr. Trent manages EEI's Risk Management Committee of electric utility industry Chief Risk Officers, Treasurers and Directors of Insurance.

Prior to joining EEI, Mr. Trent worked as a bond analyst for Banc of America Securities and was Manager, Shipbuilding Finance, for the U.S. Naval Nuclear Propulsion Program. Mr. Trent earned a B.S. in Applied Economics and Management at Cornell University and MBA in Finance and Financial Instruments and Markets at the New York University Stern School of Business.

Tom Saal, Vice President

Thomas J. Saal is a Senior Vice President for Hencorp Becstone Futures, LC where he provides risk management and trade execution in energy futures and options. Previously, Mr. Saal held senior-level positions with Commercial Brokerage and Pioneer Futures where he provided full-service brokerage services for his clients in the natural gas and oil markets.

In 1991, Mr. Saal founded Merrill Lynch's first natural gas futures trading desk and served as a senior financial consultant. Prior to the position with Merrill, Mr. Saal cut his teeth on the physical side of the industry as a fuels analyst, fuel planner and rate analyst for Florida Power & Light Company from 1986 to 1991.

He started his career in 1983 as a financial analyst with Natomas North America, Inc./Diamond Shamrock, and was an energy economist for the Comptroller of Public Accounts-Texas,  from 1984 to 1986. He holds a Masters degree in Economics from the University of Houston.

Edward Dasso, Manager, Market Regulation
IntercontinentalExchange (ICE)

Edward Dasso joined ICE in June 2009 as Manager of Market Regulation.  In this role, he is responsible for overseeing the trade practice and market surveillance functions for Significant Price Discovery Contracts trading on ICE’s exempt commercial market. 

Prior to joining ICE, Mr. Dasso was the Managing Director of Compliance for the National Futures Association (NFA) where he was employed for nine years.  In this role he oversaw the Trade Practice/Market Surveillance Department as well as the Special Investigations Unit.  Prior to NFA, he was employed by the Chicago Board of Trade in the Office of Investigations and Audits for approximately five years. 

Mr. Dasso graduated from Indiana University Kelley School of Business and received his MBA from Loyola University Chicago.

Nina Patrick, Corporate Purchasing Manager
Packaging Corp. of America

Nina Patrick joined Packaging Corporation of America as Corporate Purchasing Manager in 1999 and since then has been responsible for the physical contracting and supply of natural gas to PCA's corrugated plants.  

Alongside her various purchasing responsibilities, she oversees the purchase of 6,000 MMBtu/day of natural gas and 650,000 kWh/day of electricity.

Ms. Patrick is a Certified Energy Purchaser (CEP) and has nearly 30 years of Purchasing experience having previously held purchasing positions with Xerox, Mallinckrodt Veterinary and A.B. Dick and currently Packaging Corporation of America.

Matthew Beach, Manager, Energy and Environmental Program
City of Chicago

Matthew Beach joined the City of Chicago in 2000 to assess and manage new technology applications within city facilities. His current position involves a number of cross-functional roles from managing energy efficiency retrofits, certifying construction projects through the USGBC's LEED program to procuring natural gas.

Mr. Beach has a bachelor's degree in Economics from the University of Illinois Urbana-Champaign and a master’s degree in Energy and Environmental Analysis from Boston University. He is a Certified Energy Manager and LEED A.P.

Alan Ellison, Director of Energy and Procurement
Veolia Energy North America

Alan Ellison is the Director of Energy and Procurement at Veolia Energy North America where he manages energy matters for the flagship Philadelphia facility while providing oversight of Veolia’s other US plants’ fuel procurement efforts. He also directs corporate fuel hedging strategies, both for the company and on behalf of its customers.

Mr. Ellison has over 35 years experience in the energy business with sundry positions in procurement and energy management. He began his career with Texaco and also worked with Coastal prior to joining Veolia Energy in 1987. Mr. Ellison graduated with a Bachelor of Science in Business Administration/Finance from Rowan University.

Matthew Nau, Director, Strategic Sourcing

Matthew Nau joined Lafarge North America in 2002 and is responsible for the physical supply and financial hedging of natural gas & diesel fuel, and for a worldwide sourcing program for explosives. Mr. Nau has over 30 years of purchasing experience in the building materials and pulp & paper industries.

Lafarge North America is the largest diversified supplier of construction materials in the U.S. and Canada, producing cement, ready mix concrete, gypsum wallboard, asphalt and related products. Lafarge North America is a part of Lafarge Group, a world leader in building materials and active in 76 countries.

Mr. Nau holds a BS in Forest Resource Management from West Virginia University, and an MBA from Indiana University.

Bill Griffith, Vice President, Marketing & Origination

Bill Griffith joined BP / Amoco in 1994, opening the first Midwest Regional office for BP, with an emphasis on developing a local presence to market natural gas supply and balancing services to utility and industrial clients.

Mr. Griffith has 20 years of commercial experience in the natural gas industry, with various roles in marketing, asset acquisition, and trading and asset optimization. He has been instrumental in developing the strategy that has seen BP grow its Midwest presence from one person in 1994 to over 80 people in four offices today.

Mr. Griffith has a Bachelor of Science degree in Industrial Technology from Illinois State University and a MBA in Finance from the University of Chicago.

Alex Strawn, Purchasing Group Manager, North American Energy

Alex Strawn has more than twenty years of consumer products manufacturing experience, having held corporate purchasing positions with Avon Products, Tambrands and currently Procter & Gamble. He joined the P&G Energy Purchases organization in 2001, in Cincinnati, and has lived and worked, abroad, for the company in Geneva, Switzerland.

Mr. Strawn currently holds the position of Purchasing Group Manager, and is responsible for the physical contracting and supply of natural gas to more than forty Procter & Gamble sites in North America. The role encompasses not only the strategic sourcing of gas, but the management of pipeline transport and related legislative / regulatory lobbying activities, as well. He has led breakthrough efforts to leverage P&G requirements with regulated utilities throughout the United States. Mr. Strawn has testified before numerous FERC technical conferences and has been a frequent guest speaker at many national industry gatherings.

Mr. Strawn is currently Chairman of the Process Gas Consumers (PGC) Group. PGC is a national trade association of industrial gas consumers who require natural gas in many of their key operations. PGC works to promote coordinated, rational and consistent federal and state policies relating to natural gas and its transportation.

Mr. Strawn also serves with other gas industry executives as a member of the Natural Gas Council. In addition, he was on the Board of Directors of the Gas Technology Institute. He is a native of Tyler, Texas, and attended the University of Virginia and James Madison University in Virginia.

Dena Wiggins, Partner
Ballard Spahr and General Counsel to the PGC

Dena E. Wiggins is a partner in the Business and Finance Department and a member of the Energy and Project Finance Group, Corporate and Government Investigations and White Collar Defense Group, and Climate Change and Sustainability Initiative. Ms. Wiggins has more than 20 years of experience representing energy clients in regulatory, legislative, transactional, and litigation matters.

Ms. Wiggins focuses her practice on representing clients such as industrial consumers and natural gas producers in federal regulatory matters involving natural gas transportation and storage, crude oil, petroleum products, and hydropower. Ms. Wiggins has represented clients in appellate matters before several Courts of Appeal.

Ms. Wiggins has participated in numerous natural gas and oil pipeline rate proceedings and in rulemakings affecting the Federal Energy Regulatory Commission's (FERC) regulation of those commodities. Her experience involves virtually every significant rulemaking effort over the past 20 years, including the restructuring of the natural gas industry through Order Nos. 436, 636, and 637 and the first fully litigated pipeline case after the enactment of the Energy Policy Act of 1992. She provides regulatory and transactional advice regarding natural gas storage and contracts, including precedent agreements and rate and tariff advice. She also advises clients on FERC enforcement and compliance.

Ms. Wiggins serves as general counsel for a trade association of large industrial consumers of natural gas and represents the association on various natural gas policy and regulatory matters. Additionally, she is the natural gas counsel for the Independent Petroleum Association of America, the American Iron and Steel Institute, and the American Forest & Paper Association.

Ms. Wiggins' legislative and policy experience provides distinctive insights to clients in the energy industry. She has been involved in many high-profile legislative matters, including the passage of the Energy Policy Acts of 1992 and 2005, the defeat of the BTU tax, the decontrol of wellhead prices of natural gas, and the repeal of the Fuel Use Act, as well as efforts to increase energy exploration and production.

Greg Means, Co-Founder and Principal

Greg Means has over two decades of experience on Capitol Hill and as a lobbyist in Washington, D.C.  As a founder of the Alpine Group, Mr. Means has assisted a variety of clients in numerous areas including energy and environment, Internet gaming, transportation, tax and trade and other issues.  Mr. Means provides assistance to clients in designing and executing grassroots lobbying plans and in the development and execution of clients' political action committees.

On Capitol Hill, Mr. Means served in several staff capacities for Representative Dennis E. Eckart (D-OH), a member of the powerful House of Representatives Energy and Commerce Committee, including four years as his Chief of Staff.  Mr. Means also served as the Staff Director for a congressional subcommittee chaired by Congressman Eckart. 

Mr. Means has a successful history working on a number of campaigns, including campaigns in Arkansas, Ohio and other areas.  His successful campaign work has been featured in Campaign magazine.

Prior to co-founding the Alpine Group, Mr. Means was a Vice President of R. Duffy Wall and Associates, a mid-sized government relations consulting firm in Washington.  A native of Arkansas and a product of the University of Arkansas, Mr. Means remains a devout Arkansas Razorback fan.
